There's a lot of information at that link, and we get more tantalizing hints about Swain from LeBlanc's champion judgement (Which can be found here by the way) but there's more we don't know. What follows contains both headcanon and regular-type canon. Headcanon will be in italics.
Swain hails from Noxus, a city-state on the continent of Valoran in the world of Runeterra. Runeterra was recently gripped by a series of Rune Wars, which are like nuclear wars but with magic forever distorting the landscape instead of radiation. A powerful group of mages decided that destroying the world was a bad way to settle conflicts, so they set up the League of Legends, so that conflicts could be settled via gladiatorial death-match and everyone could watch it via crystal ball. Think the United Nations crossed with professional wrestling.
As one might guess from the sinister name, Noxus is not nice people. The city-state is a facist dictatorship with expansionist aims and a philosophy that strength in all its forms is the true measure of a person's worth.
Jericho Swain was the child of Noxian nobility who opposed the military's rise to power. The military objected strongly to this, in the Noxian fashion, and Jericho barely escaped with a broken leg, the only survivor of his house. Like, broken to the point where there was exposed bone sticking out. Yuck. A powerful otherworldly entity appeared to the child and offered him a deal: It would give Swain the power he needed to put himself in command of Noxus and shape it to his desires, and in return all it asked was to erase any knowledge of him or his family from history. Swain agreed, and the demon grafted itself to him, body and soul, in the form of a raven. He limped to an infirmary and got the bone set, and lived on the streets, struggling to survive until he was of age to join the military as an officer. He avoided being turned away from the legion as a cripple because he was a strategic genius and knew damaging secrets about people in command. He rose quickly through the ranks until he finally attained the position of Grand General, the supreme ruler of Noxus.
Character Personality: Swain is a driven individual. When he sets a goal, his destination is absolute, and anything or anyone between him and it had best move out of the way or prepare to berun hobbled over. He's willing to make major sacrifices in pursuit of a goal. Anything he gives up is just another thing to be factored into future decisions.
He's a general, commonly referred to as the Master Tactician, and also a head of state experienced in backroom dealings. These two things inform his thought processes. A shopkeeper is a civilian, barely worthy of notice. A powerful enemy is either an opposing commander, to be crushed in battle, or a political adversary, to be maneuvered around or quietly eliminated. A weak enemy is an opposing soldier to be trampled under a cavalry charge, or a pawn to be subverted. On the other hand, a powerful friend is a military or political ally, to be coordinated with so that both parties can deploy their forces to achieve both their objectives. A weak friend is a lieutenant or a pawn: to be used to their best of their abilities and helped to excel, but sacrificed if necessary.
Swain is a Noxian, which means he values strength. He's also gotten very far in life despite a crippling childhood injury, which means he thinks physical strength is overrated. A sharp mind to match his own is what he respects most.
Growing up in Noxus has left him with a rather grim outlook on life. To Swain, the world is a cruel place, where to show weakness is to be preyed upon. He finds it difficult to tolerate any perceived weakness in himself or in those close to him, as such things are just asking to be exploited by an opportunistic enemy.
All that being said, he can turn on the charm when he needs to. He's a true leader of men, and that requires a bit of charisma.
Character Abilities:
Swain is the Grand General of Noxus. He can deploy either a military unit or a political campaign to maximum effect. He cannot walk very fast, though, because of his crippled leg.
He is a powerful mage, able to conjure lights, bring a book to his hand without having to go and get it, and always have his tea be the correct temperature, even when it has been sitting out, amongst other useful prestidigitaions.
In combat, however, he is limited to a suite of specific spells.
He has a basic attack, a blast of magic that damages enemies. He can do it as often as he wants, since unlike his more powerful spells, it costs no mana (magical energy). It goes pew pew.
His other abilites include the following:
Carrion Renewal: Whenever Swain kills an enemy, a small flat amount of his mana is restored. When he kills a powerful enemy, a percentage of his total mana is restored in addition to the flat amount.
Decrepify: Swain sends his raven to a nearby location, and it shoots a beam from its mouth that slows the movement speed and damages the targeted enemy for a short while. It can be avoided by moving out of range of the beam.
Nevermove: Swain marks an area on the ground with visible magic. After a brief delay, talons burst forth from the ground in the area, holding in place and damaging any enemies caught in the area. Nevermove can be avoided by getting the heck out of the marked area.
Torment: Swain curses a targeted enemy, dealing damage over time to them, as well is increasing any damage he does to them (i.e. from his other abilities) while it is in effect.
Ravenous Flock: Swain transforms into a demon raven monster. While in this form, up to three lesser ravens seek out nearby enemies and damage them (prioritizing stronger targets over weaker ones) then fly back to Swain, replenishing his health based on how much damage they've dealt. The mana cost to maintain Ravenous Flock increases the longer he's in raven form, so he can only sustain it for a short time. He still has access to all his other abilities in this form. He hovers over the ground in this form, though he can't actually fly. He can fall safely from pretty much any height, though.
Character Inventory: Swain has a yellow armored robe and the various clothing that goes with it, a cane, and a demonic raven named Beatrice.
Beatrice is the projection onto the physical plane of the being Swain made his pact with, and as such is far more intelligent than a normal bird, in addition to having six eyes. In a non-combat situation, Swain can send her a short distance away to spy/scout, but in combat she quickly returns, since without her he can't use Decrepify.
He also carried on him a short knife, paper, quill (raven of course), and ink, as well as a signet ring, and a pouch full of a few hundred gold coins (With his own face on one side and the seal of Noxus on the other.) He also has a little baggy full of tidbits for Beatrice. Best not to ask what kind of tidbits.

So he's plodding down the street, a grocery list tucked into his pocket, a demon bird on his shoulder, and a perpetual scowl in his eyes. He's up and out of the apartment at the crack of dawn, in hopes of having time to do something other than shop today. Unfortunately for him, he's not the only one on the streets. A young man atop a bicycle nearly runs him down, shouting "Look out! Sorry!" as he zooms by. Swain throws himself out of the way before he has time to think, tumbling to the sidewalk, Beatrice taking off from his shoulder and coming to rest on a bench. The general stares daggers after the retreating bicyclist, reflexively considering whether to dispatch an assassin or just have the little brat conscripted into the legions before he catches himself. "Stupid damn city," he grumbles, dusting himself off and reaching for his cane to push himself back to his feet. He doesn't get very far, though, because the shaft of his cane snaps in the middle as he's rising. He falls back to the ground, landing on his butt and further scuffing his robe. Neither assassins nor conscription, then. Public execution. He grabs hold of the arm of the bench, Beatrice perching on his hand, head cocked, as he slowly and painfully hoists himself to his feet. He's panting and a little sweaty by the time he's upright, and his back is killing him. He looks both ways down the street. In one direction lies the market, with bread, milk, and eggs. Somewhere in the other direction lies a bicyclist who needs to die slowly. His gaze goes back and forth once again before he starts limping, caneless, towards the market. No reason to deviate from the plan over minor annoyances. He can make an example later.
